I have the honour to forward for your
information the accompanying copy of a memorandum by
the Financial Secretary on the subject of the Water
Finances of tuis Government, and the proposed
re-organization of the Water Services of the Colony.
This memorandum, the proposals in which have in
general the approval of my Executive Council, has just
been published, and I intend shortly to proceed with
legislation which will replace the existing Waterworks
Ordinance and include provisions based on the
recommendations in the memorandum.

In this connection I would invite attention
to Chapter X of the Report of the Economic Commission,
1934-5, which was forwarded to you under cover of
4/536045 Sir William Peel's confidential despatch of the 14th
of May, 1935.
